Washington Post quotes Woodson:

Former Councilwoman Joyce Woodson was quoted in a September 6, 2007 Washington Post article about forming a Parent Leadership Training Institute in Alexandria, Virginia. The city modeled its program on the Connecticut PLTI program, founded by the Connecticut Commission on Children 15 years ago.

The Post observed that PLTI bills itself as "nothing short of a means to reinvigorate democracy."
